Go to the place where you defeated Chaos 0 in Sonic Adventure DX Directors Cut. On the right side, you'll find a Chao egg. Pick it up and take it to the shop where a Chao egg is displayed in the window. Swap the eggs and head to the Chao Garden.
Crack it open. You now have a golden Chao.

If your chao is at level 99 with all stats maxed out, it can easily win races. But of course, that takes a long time. Here's the trick to speed things up:
Collect some animals and take them to the Chao Garden in Sonic Adventure DX Directors Cut. Pick up an animal and walk over to the chao you want to give it to. PAY ATTENTION!!! It's useful here if your chao is sitting still, otherwise the trick is difficult to pull off. Stand in a way that the animal is facing your chao. Stand as close to the chao as possible without actually giving it the animal. Place the animal down. If done correctly, the chao's stats should increase (or decrease in some stats, but not enough to decrease a level). You can now pick up the animal again and give it in this manner as many times as you want!!! This is extremely useful if you want to win races quickly.
Example from myself: I did this for 7 minutes with a bunny and the Run stat went up by 40 levels!!! (Sorry for the long text, but it's worth it)

To find this Chaos Emerald, you need to go to the final level (Sky Base Zone Act 2) of Sonic Adventure DX Directors Cut. From the starting point of the level, walk off the platform to the left, and you will land on a moving floating platform. Jump onto all the following floating platforms until you reach the tip of the ship where you can pick up the Chaos Emerald. Not an easy task!

Fishing for Froggy isn't all that simple, but once you get the hang of the controls, it can be quite enjoyable. First, you need to locate Froggy, which is fairly easy by jumping into the water and taking a good look around. Then, cast out your line and try to aim a bit further than where Froggy actually is. Once your bait is in the water, you can move it slightly to the left or right. Next, you'll need to wait a bit, but definitely not longer than a minute. When the prey bites, press down once to start reeling in. Press A to gently tug on the line, making sure not to fill the meter completely, or else you'll lose the catch. While reeling in the line, make sure to pull in the right direction using the control stick (this is opposite to the way the fish is swimming, so towards you).
