This is how you can access Cheat mode in the Options menu of FIFA Football 2004.
Use a link cable to connect your GBA to Gamecube port 2, but make sure there is no cartridge in your GBA. You do not need the GBA version of FIFA Football 2004. Now go to the options menu and then to the 'Game Settings' menu. Press X and a message will indicate that the Cheats option is accessible. These cheats include: 'Big Ball', 'Walls', and 'Flying'.
